PROFESSIONAL SUMMARY

Dr. Frank L. Holder, is RKA’s new Global Non-Executive Chairman, as of October 1, 2026, following Co-Founder and past Global Non-Executive Chair, Mr. Alan N. Siegfried’s retirement on 9/30/26. Dr. Holder’s is also a Senior Executive Board Advisor to the firm on global corporate and client delivery operational strategy, and execution.

Frank is the Founder, President and CEO of Holder Partners, a global investigations, cyber security, intelligence and risk management consultancy, and repeatedly sought after for related services by Board of Directors, Audit Committees and the C-Suite, many in the banking industry, and high-net worth families, for strategic counsel and advise. He brings over 25 years of global leadership in corporate investigations, security consulting, financial advisory, and risk management, as well as proven entrepreneurship, and prior senior executive roles, for some of the world’s largest consultancies, including public and non-publicly traded top-tier management consulting firms.

Prior to founding Holder Partners, Frank served as the Chief Operating Officer of a global engineering consulting and financial services firm, with offices in 28 countries. He oversaw operations, corporate development, and strategy, helping the firm more than double its operating revenue, while maintaining industry-leading margins.

He also held senior leadership positions at international professional services firms, including as a Senior Partner and major shareholder, and Head of the Global Segment at Berkley Research Group (BRG); Chairman of the Latin America region for FTI Consulting; and Global President of Kroll. Also, he was a member of the Executive Committee of a publicly traded consulting company.

Earlier in his career, Frank founded and led Holder International, and prior to that, Holder Associates, both of which were later spinned off and acquired by prominent and major global firms.

He has directed major corporate investigations, anti-corruption cases, product protection strategies, and litigation support assignments across the U.S. and Latin America. A name easily recognizable domestically and abroad, as a senior security expert, luminary and Board and C-suite advisor and leader, he has designed security systems for international airports, seaports, and complex distribution networks, and has served as an expert witness in high-profile cases in the United States and abroad.

Frank began his professional journey in the U.S. Air Force, as a political-military analyst, at the U.S. Embassy in Argentina, and later as a Special and federal law enforcement agent (1811), with the Office of Special Investigations (OSI), at Langley Air Force Base.

For his valor and actions, following the AMIA bombing in Buenos Aires, he was awarded the Airman’s Medal.

He is a repeadetly sought-after global speaker and thought leader, on money laundering, anti-corruption, risk management, and security. He has taught at Georgetown University, Thunderbird School of Global Management, Universidad Católica, Universidad del Salvador, the University of Miami, and Florida International University.

He served for 15 years on the Advisory Board of the RAND Corporation.

Frank is a published speaker, having authored two books, one in Ponzi schemes and another in anti-money laundering.

He is based mainly in San Juan, Puerto Rico, United States, but also spends time in Miami, Florida.
