Dr. Jordan Al-Zu’Bi is an insurance economist and insurance regulator by training, with a career spanning insurance regulation, government policy advisory, industry engagement, and academia across the United States, China, Taiwan, Australia, and the MENA region. As Chief Insurance Economist and Global Insurance Practice Leader at RKA Worldwide, he brings economic and regulatory analysis to complex insurance-market problems and emerging risks, working at the intersection of risk, markets, regulation, technology, and public policy.
At RKA, Jordan’s work focuses on helping insurers, regulators, central banks, governments, and other institutions understand the economic consequences of emerging risks and develop frameworks to identify, price, govern, mitigate, and transfer risk. His areas of work include insurance-market economics and regulation, InsurTech, artificial intelligence, insurance fraud, health and social insurance, agricultural and climate risk, cyber risk, autonomous and electric vehicles, and cross-border insurance and reinsurance. Rather than treating these as separate specialties, his work examines a common question: how should insurance markets and regulatory institutions evolve when the nature of risk itself is changing?
A central theme of Jordan’s policy work is what he describes as the New Era of Risk, particularly the economic and public-policy challenges that emerge when technology, markets, and risk evolve faster than traditional insurance and regulatory frameworks. He examines how regulators can respond to new forms of risk while preserving risk-based pricing, financial stability, market innovation, insurance inclusion, and policyholder protection. His research complements this policy work by examining how information, incentives, institutions, and beliefs shape decisions under risk, and how insurance markets respond when risk cannot be perfectly observed, priced, or transferred. His broader work spans insurance economics, behavioral finance, information asymmetry, financial contracting, risk perception, fraud, and financial regulation.
In the United States, Jordan served at the National Association of Insurance Commissioners (NAIC) as an insurance economist and regulator, where he gained experience with the development of model laws and the distinctive state-based architecture of U.S. insurance regulation, including variation in regulatory philosophy, adoption, and implementation across traditionally Democratic and Republican states. His policy work addressed major regulatory issues including InsurTech, climate-risk disclosure, wildfire exposure, cyber insurance, health-insurance disparities, telehealth, and evolving healthcare payment models. The experience shaped his interest not only in what regulation intends to accomplish, but in its economic consequences, incentive effects, market responses, and potential spillovers. It continues to inform his approach to the New Era of Risk and his advocacy for insurance regulation that is modern, flexible, resilient, economically informed, and data-driven, while maintaining the appropriate balance between innovation, market stability, and policyholder protection.
Jordan has developed an extensive portfolio of government and insurance-policy advisory work across the MENA region. His work has included developing a proposal for universal workforce health-insurance reform in Jordan; advising on agricultural risk, Takaful and insurance legislation; examining social-security reform, demographic pressures, longevity risk, long-term solvency, and the expansion and transformation of social-insurance protection; and conducting economic and regulatory analysis of insurance-contract law and insurance-market modernization. His approach combines risk economics with regulatory architecture, market incentives, financial sustainability, technology, and institutional design.
Jordan is currently a Visiting Scholar at Shandong University of Finance and Economics in China, where his work focuses on insurance economics, the New Era of Risk, InsurTech, and innovation in insurance markets. Against the backdrop of expanding China–Jordan economic and investment cooperation, he has been leading discussions around insurance and risk collaboration involving regulators, the Insurance Association of China, insurers, and industry stakeholders. His current China–MENA work includes developing a cross-border insurance and reinsurance framework for Chinese electric vehicles entering MENA markets, addressing insurance affordability, warranty protection, repair-cost risk, regulatory cooperation, and insurance-market development across Jordan and the wider MENA region.
His international academic career has included appointments and research affiliations at the University of Colorado Denver, Shandong University of Finance and Economics, National Taiwan Normal University, Emory University, the University of Queensland, and Florida State University. Working across markedly different insurance markets, regulatory systems, economic structures, and cultures has given Jordan a comparative perspective on how institutions respond differently to similar problems of risk.
Jordan is an active international speaker on the New Era of Risk, insurance regulation, financial resilience, artificial intelligence, systemic risk, fraud, and insurance-market modernization. His invited engagements have included central banks and financial-policy institutions, insurance federations, industry conferences, and universities across the MENA region and internationally. He has also presented his work through leading professional associations in risk management and insurance, including the American Risk and Insurance Association, Asia-Pacific Risk and Insurance Association, Western Risk and Insurance Association, and Southern Risk and Insurance Association, as well as at NAIC National Meetings.
Jordan is also an advocate for making risk literacy an institutional capability, not merely a consumer-education objective. His international experience has reinforced his view that senior government officials, policymakers, legislators, regulators, insurance leaders, industry executives, and other stakeholders need a shared language for understanding risk and the consequences of regulatory intervention. He sees the progression as fundamental: greater institutional risk literacy supports better regulation; better regulation supports stronger insurance markets; stronger markets expand sustainable insurance inclusion; and greater inclusion ultimately strengthens the protection of households and businesses. He views this common institutional understanding of risk as an essential foundation for governing the New Era of Risk.
His policy commentary and public scholarship address insurance regulation, emerging risks, China–MENA economic cooperation, and financial resilience. Jordan has appeared on Télévision Tunisienne 1, Radio Tunis Chaîne Internationale, TEN TV Egypt, and Al Hadath Al Youm TV, among other media platforms, discussing agricultural risk and insurance, insurance regulation, artificial intelligence, carbon risk, and economic resilience. His policy writing has also addressed China–Jordan insurance cooperation and the modernization of insurance regulation for the New Era of Risk.

BEYOND INSURANCE
Beyond insurance economics and public policy, Jordan is a co-founder of Aziza Art Gallery in the United States, reflecting his interests in art, culture, design, and investment.
Jordan grew up in a small village in northern Jordan as part of a large family of nine brothers and three sisters. Outside his professional work, he enjoys international travel, football, tennis, and hiking, including high-altitude mountains and 14ers in Colorado and California.
